New Amendments to the Legislation on Protection of Humans from the Impact of Ionizing Radiation
Verkhovna Rada of Ukraine registered in a first reading the draft Law No. 8223 “On Amendments to some Laws of Ukraine on Protection of Humans from the Impact of Ionizing Radiation”. The draft law was developed to implement the Association Agreement between Ukraine and EU, in particular Council Directive 2013/59/Euratom which establishes basic safety standards for protection against ionizing radiation hazard.
New amendments to the draft law envisages the following:
- clarification and specification of powers of the Cabinet of Ministers of Ukraine, central executive bodies, local executive bodies, and the National Commission for Radiation Protection of Population of Ukraine;
- introduction of three situations of exposure (planned, existing and emergency);
- introduction of main dose limits for effective and equivalent dose for personnel and population;
- introduction of dose limits in situations of planned exposure for personnel and population and reference levels for situations of existing and emergency exposure;
- introduction of reference levels of average annual concentration of radon activity in the air of the rooms and workplaces permanently attended by people;
- determination of the main measures on justification and optimization of protection and safety measures in case of medical exposure;
- insurance of compliance of the terms of Ukrainian Law “On Nuclear Energy Use and Radiation Safety” with Ukrainian Law “On Protection of Humans from the Impact of Ionizing Radiation”.
The adoption of amendments to the law will allow the Ministry of Health of Ukraine to approve new healthcare standards and radiation safety rules and introduce a system of radiation protection of personnel and population in all situations of exposure (planned, existing and emergency) in compliance with EU law and gained experience of government regulation of nuclear and radiation safety.
